Cette \u00ab\u00a0chronique de la fronti\u00e8re\u00a0\u00bb analyse les particularit\u00e9s et les interactions des trois groupes concern\u00e9s par les passages des exil\u00e9s\u00a0: les exil\u00e9s eux-m\u00eames, les forces de l\u2019ordre, les aidants qui portent assistance aux exil\u00e9s, des deux c\u00f4t\u00e9s et plus sp\u00e9cifiquement c\u00f4t\u00e9 fran\u00e7ais.<\/p><p align=\"JUSTIFY\">Le chapitre 1 (D\u2019une migration l\u2019autre) retrace l\u2019historique de cette fronti\u00e8re, traditionnel point de passage entre France et Italie (ou Savoie), le progressif d\u00e9mant\u00e8lement de sa fermeture dans la deuxi\u00e8me moiti\u00e9 du XX\u00b0 si\u00e8cle (Union europ\u00e9enne, accords de Schengen) jusqu\u2019\u00e0 sa re fermeture \u00e0 partir de 2015, \u00e0 la suite des attentats de Paris et des \u00ab\u00a0afflux\u00a0\u00bb de r\u00e9fugi\u00e9s venant de Syrie.<\/p><p align=\"JUSTIFY\">Le chapitre 2 (Partir puisqu\u2019il le faut) d\u00e9crit les multiples causes de d\u00e9part des exil\u00e9s (guerres, pers\u00e9cutions, violences domestiques) et la responsabilit\u00e9 des pays occidentaux dans toutes ces crises (guerres am\u00e9ricaines en Afghanistan et en Irak, n\u00e9o-colonialisme et extractivisme des \u00e9tats europ\u00e9ens, les accords de partenariat Europe\/ Afrique qui normalisent la x\u00e9nophobie\u2026)<\/p><p align=\"JUSTIFY\">Dans le chapitre 3 (Des routes qui ne disent pas leur destination), sont pr\u00e9sent\u00e9s les diff\u00e9rents parcours des exil\u00e9s (travers\u00e9e du Sahara et de la M\u00e9diterran\u00e9e, route des Balkans), et sont point\u00e9s le r\u00f4le criminel de la Gr\u00e8ce et de la Croatie comme gendarmes ext\u00e9rieurs de l\u2019Europe, l\u2019hypocrisie et l\u2019inhumanit\u00e9 des politiques europ\u00e9ennes. A noter que de nombreux maghr\u00e9bins voyagent d\u00e9sormais en avion jusqu\u2019en Turquie pour passer par la route des Balkans, suppos\u00e9e moins mortelle.<\/p><p align=\"JUSTIFY\">Le chapitre 4 (Une fronti\u00e8re qu\u2019on outrepasse) d\u00e9crit les passages de la fronti\u00e8re au col de Montgen\u00e8vre par les exil\u00e9s. La fermeture de la fronti\u00e8re oblige les passages des individus isol\u00e9s, en groupe ou en famille de plus en plus risqu\u00e9s\u00a0: de nuit, dans le froid, hors des sentiers balis\u00e9s, \u00e0 la merci d\u2019une interception des forces de l\u2019ordre, avec l\u2019aide parfois des volontaires en maraude. Les exil\u00e9s reconduits \u00e0 la fronti\u00e8re italienne recommencent sans cesse et parviennent toujours \u00e0 passer.<\/p><p align=\"JUSTIFY\">Le chapitre 5 (L\u2019exercice de la force publique) raconte les proc\u00e9dures souvent ill\u00e9gales utilis\u00e9es par les forces de l\u2019ordre pour se conformer \u00e0 la politique du chiffre exig\u00e9e par les ministres successifs\u00a0: non enregistrement des demandes d\u2019asile, brutalit\u00e9s physiques (rarement) ou psychologiques, harc\u00e8lement des volontaires, non reconnaissance de la minorit\u00e9 d&rsquo;\u00e2ge, destruction de papiers d\u2019identit\u00e9, et m\u00eame vol d\u2019argent des exil\u00e9s. Elles sont aid\u00e9es par les pr\u00e9fets, les d\u00e9nonciateurs, mais aussi la justice qui, dans le cas des policiers voleurs d\u2019argent, les condamne \u00e0 des peines tr\u00e8s l\u00e9g\u00e8res avant de les relaxer en appel, le m\u00eame jour o\u00f9 elle condamne \u00e0 des peines de prison ferme des exil\u00e9s oblig\u00e9s de dealer un peu de drogue. Toutefois, quelques policiers t\u00e9moignent anonymement de leur humanit\u00e9.<\/p><p align=\"JUSTIFY\">Dans le chapitre 6 (Des ponts par-dessus les murs), on lit les efforts des volontaires (d\u2019abord locaux, puis nationaux) pour aider au passage et \u00e0 la mise \u00e0 l\u2019abri des exil\u00e9s. Un petit refuge au d\u00e9part, un grand ensuite, souvent satur\u00e9, des conflits de strat\u00e9gie entre les anciens et les nouveaux (plus politiques), unis en revanche contre les pouvoirs publics et les identitaires. Aucun probl\u00e8me de s\u00e9curit\u00e9 publique n\u2019est relev\u00e9 dans la ville de Brian\u00e7on, contrairement aux rumeurs mensong\u00e8res r\u00e9pandues par l\u2019extr\u00eame droite.<\/p><p align=\"JUSTIFY\">Le chapitre 7 (La mort en ce vallon) raconte les d\u00e9c\u00e8s d\u2019exil\u00e9s lors du passage de la fronti\u00e8re, froid, chute, noyade, la plupart du temps \u00e0 l\u2019issue de poursuites par les soi-disantes forces de l\u2019ordre, en r\u00e9alit\u00e9 des criminels.<\/p><p align=\"JUSTIFY\">Grand livre scientifique, tr\u00e8s bien \u00e9crit, d\u2019une clart\u00e9 et d\u2019une pr\u00e9cision exemplaires. Les auteurs ne cachent pas leur engagement humaniste mais \u00e9coutent tout le monde, passent des t\u00e9moignages bouleversants, afin de dresser un tableau \u00e0 la fois d\u00e9sesp\u00e9rant (b\u00eatise et inhumanit\u00e9 du pouvoir) et r\u00e9confortant (action des b\u00e9n\u00e9voles).<\/p><p align=\"JUSTIFY\">En 2023, le nombre de demandeurs d\u2019asile accept\u00e9s en France est d\u2019environ 40 000, soit 0,06% de la population fran\u00e7aise\u2026<\/p><p align=\"JUSTIFY\"><a title=\"Notes de lecture\"
